This project will repave Drew Street between Osceola Avenue and US 19 in Pinellas County.  The area between Osceola and Keene will be restriped to create a two-lane roadway with wider sidewalks and bike lanes.

The project is currently in the design phase. Construction is anticipated to begin in summer 2026.

Public Meeting:

The Florida Department of Transportation (FDOT), District Seven, invites you to attend and participate in public meetings regarding the proposed access changes and median modifications on SR 590/Drew Street Repaving from Osceola Avenue to US 19 in Pinellas County, Florida. The public meetings will be held live online Tuesday, June 17,2025, from 11 a.m. to 12:30 p.m. and in-person Wednesday, June 18, 2025, from 4:30 p.m. to 6:00 p.m.

Attendees will receive project information, view project displays, and have the opportunity to and speak with the project team.  

 

Drew Street Project Update: 

In April 2023, the Legislature directed FDOT to update the Drew Street Lane Repurposing project and concept based on new traffic data. In Spring 2024, FDOT District 7 completed this re-evaluation and shared results with Forward Pinellas and City of Clearwater staff. The re-evaluation included updated traffic count data and travel demand modeling, as well as additional analysis of impacts to alternative corridors and anticipated safety outcomes. 

FDOT presented the results of the re-evaluation with the Clearwater City Council during the May 13, 2024, Council Work Session. The City Council expressed concerns over repurposing travel lanes on Drew Street and the resulting impacts to east-west capacity within the City. At the May 16, 2024, City Council Meeting, the council voted to work with FDOT and Forward Pinellas on a compromise solution and continued the agenda item to the next City Council Meeting. In the ensuing weeks, FDOT worked with Forward Pinellas and City of Clearwater to develop an alternative to the initial lane repurposing concept. 

FDOT presented a preliminary concept to the City Council at the June 3, 2024, Council Work Session that included safety improvements at key locations while minimizing impacts to corridor capacity. At the June 6, 2024, City Council Meeting, the City Council unanimously voted to affirm this amended concept and allow the City Manager to create a capital funding plan to budget for any future city commitments relative to the relocation of utilities in the project.

FDOT is currently in the process of further vetting this amended concept and estimating project costs and will continue to coordinate with Forward Pinellas and the City of Clearwater throughout the concept development process. 

 

Drew Street Project Timeline:

May 13, 2024: FDOT presented the re-evaluation results to the Clearwater City Council during the Council Work Session. The Council expressed concerns about the impact on east-west capacity.

May 16, 2024: The Clearwater City Council voted to collaborate with FDOT and Forward Pinellas on a compromise solution that would retain capacity on Drew Street and continued the agenda item to the next City Council Meeting. In the following weeks, FDOT worked with Forward Pinellas and City of Clearwater to develop an alternative concept. 

June 3, 2024: FDOT presented the alternative concept, which introduced safety improvements at key locations while minimizing corridor capacity impacts, at the June 3, 2024, Council Work Session.

June 6, 2024: The Clearwater City Council unanimously approved the amended concept and authorized the City Manager to create a capital funding plan for future city commitments related to utility relocations.

Ongoing Efforts: FDOT is currently vetting the amended concept, estimating project costs, and will continue coordinating with Forward Pinellas and the City of Clearwater throughout the development process.
